Melvy Vargas, presidenta de la comisión técnica del Comité Interinstitucional Impulsor del Censo 2023, advierte que es posible que la mesa técnica que se instaló en Trinidad (Beni) y de la que participan desde el sábado, no llegue a definir una fecha para la realización del censo el 2023. Esto debido a las limitantes que expone el INE ante cualquier propuesta apara acortar los tiempos de las actividades.
Desde el pasado sábado, en la ciudad de Trinidad, representantes de los nueve departamento, además de municipios, universidades e instituciones internacionales están reunidos en una mesa técnica, para conocer las propuestas de cada uno y definir una fecha para el censo en Bolivia.
«No puedo decir que vamos a llegar a una fecha del censo (en la mesa técnica). Pero vamos a llegar a una conclusión«, adelantó Vargas, la mañana de este martes.
Según explicó la experta, «de todo lo que el INE indica hay una gran deficiencia en el avance, por la carencia de un director ejecutivo de la institución».
Agregó que, por ahora, están en la etapa de la actualización cartográfica. «Lo que estamos discutiendo es la posibilidad de recortar actividades, en qué medida podemos hacerlo y es allí donde estamos empantanados», remarcó Vargas.
La secretaria de Planificación de la Alcaldía de Santa Cruz de la Sierra, Andrea Daza, cuestionó que el INE no acepte las propuestas que tienen como objetivo acortar plazos del proceso censal. Cree que se está «perdiendo el tiempo» mientras crecen los conflictos.
Limitaciones del INE
Para Vargas, el empantanamiento es por las limitaciones que dice el INE tener. «Ante la posibilidad de aumentar brigadas, no se puede por la parte administrativa porque (dicen que) no hay movilidades; se quiere aumentar el rendimiento, tampoco se puede porque lo están haciendo al máximo. Hay tantas limitaciones que pone el INE que una de las cosas que veo, es la parte administrativa y de coordinación», subrayó.
La presidenta de la comisión adelantó que este martes será una jornada muy larga de discusiones. «Ellos van a sustentar las posibilidades del censo para abril, porque su cronograma y actividades están orientadas para ello. Mientras que nuestra propuesta apunta al 2023 y se puede lograr, pero aumentando rendimiento, brigadas y recibiendo apoyo de otras instituciones en la parte logística», sostuvo.
De su lado, Bass Werner, secretario de Planificación de la Alcaldía de Tarija, señaló: «Sentimos que el INE en vez de trabajar con nosotros, lo que hace es desvirtuar toda propuesta. Literalmente: hasta nos dicen ‘ustedes no han tomado en cuenta que se pinchan las llantas‘. Bueno, entonces tomemos en cuenta que hay embarazos, que puede granizar, podemos tomar en cuenta miles de cosas, pero si vamos a ir a ese desmenuzado en una simulación que lo que buscamos es que se concluya algo, estamos mal. Le ponen diez mil piedras a todo, entonces no vamos a llegar a nada».
Expectativa
Entre tanto, la expectativa por los resultados que pueda emitir esta mesa técnica no solo se siente en el departamento cruceño, que lleva 18 días de paro indefinido. Sino también en el resto de las regiones, que también se han sumado a las medidas de presión en demanda del censo 2023.
